The bill recently passed the state Senate by a narrow margin of 26-24, signaling strong but divided opinions.
Convenience and Consumer Demand
Andy Deloney, a senior vice president at the Distilled Spirits Council of the United States (DISCUS), highlights the convenience this bill would bring to consumers. “This is a great first step in providing increased consumer convenience in Pennsylvania,” Deloney remarked.
Surveys show that there is strong consumer support for this change. According to DISCUS, 86% of consumers want the ability to purchase RTD cocktails alongside beer and wine at their regular shopping locations. This demand reflects a growing trend towards convenience in alcohol sales.
Support from the Industry
Deloney is optimistic about the potential benefits of Senate Bill 688, emphasizing how it could enhance retail opportunities. He stated, “This bill will create additional retail opportunities for consumers looking to purchase popular spirits ready-to-drink cocktails where they already get beer and wine products.
We applaud Senator Regan for his leadership on this issue and look forward to working with members in the House and other key stakeholders to move this business- and consumer-friendly measure forward.”
Facing Opposition
Despite the support, the bill has encountered resistance, particularly from Democratic lawmakers. Opponents are concerned about the broader implications of making spirits more accessible, including potential public health and regulatory challenges.
