Michael Leach Resigns as South Carolina DSS Director After Five Years of Service

Michael Leach, the director of South Carolina’s Department of Social Services (DSS), is stepping down after over five years in charge. His resignation comes despite efforts by state leaders to convince him to stay. Leach said the job was exhausting and that he wanted to spend more time with his family.

Leach took on the role in March 2019, a time when DSS was facing serious challenges. The agency, which helps vulnerable South Carolinians, was dealing with high caseloads, high turnover, and an underperforming foster-care system.

South Carolina was even sued for failing to care for foster children properly. Leach helped lead DSS through tough times, including the COVID-19 pandemic, natural disasters, and ongoing issues with foster care.

During his tenure, Leach oversaw improvements in South Carolina’s foster care system. The number of children in foster care has decreased by 1,400 in the past five years, and there have been more public adoptions. Leach also worked on new state laws that support families and young adults aging out of the foster care system.

Leach’s last day as DSS director will be January 2, 2025. While he doesn’t know what’s next for him, he plans to remain in South Carolina and continue helping its people.
