Indiana Attorney General Sues Millennia Housing Management Over Unsafe Living Conditions in Indianapolis

INDIANAPOLIS, Indiana – Indiana Attorney General Todd Rokita has filed a lawsuit against Cleveland-based Millennia Housing Management, alleging the company engaged in unfair, abusive, and deceptive practices at its Hubbard Gardens property in downtown Indianapolis.

The lawsuit, detailed in a 40-page filing, accuses Millennia of neglecting its legal responsibilities as a landlord by failing to address critical repairs, particularly to sewage systems, and repeatedly ignoring local code violations cited by the Marion County Health Department.

The Indiana AG’s office highlighted ongoing issues at Hubbard Gardens, including damaged floors, walls, and nonfunctional kitchen sinks. Residents have reported raw sewage backing up into their kitchen sinks, with the AG’s office referring the conditions to the EPA’s National Response Center.

Between January 2023 and October 2024, Hubbard Gardens faced over 89 legal cases for ordinance violations related to unsafe and uninhabitable living conditions. Recent inspections revealed further maintenance failures, including improperly constructed floor surfaces.

This lawsuit adds to broader concerns about Millennia Housing Management, which operates over 280 apartment complexes across 26 states. Earlier this year, the U.S. Department of Housing and Urban Development HUD barred the company from receiving new federal housing contracts due to controversies at other properties. Additionally, federal agents recently raided the home of Millennia owner Frank Sinito following a HUD investigation that uncovered $4.9 million in missing or misused funds from subsidized properties.
