Governor Youngkin Orders Flags at Half-Staff in Honor of President Jimmy Carter

Richmond, Va. — Governor Glenn Youngkin has ordered all U.S. and Virginia State flags to be flown at half-staff in honor of the late President Jimmy Carter. This directive, effective immediately, aligns with President Biden’s national proclamation and the established flag protocol for mourning a U.S. President. Flags will remain at half-staff for 30 days, concluding on January 28, 2025.

President Carter, the 39th President of the United States, is remembered for his lifelong dedication to public service, his unwavering commitment to his wife Rosalynn, and his service in the U.S. Armed Forces.

The protocol follows guidelines set forth by a 1954 proclamation issued by President Dwight D. Eisenhower, mandating that flags be flown at half-staff nationwide upon the death of a current or former President.

Per U.S. Flag Code, the flag must first be raised to the pole’s peak before being lowered to half-staff and returned to full staff prior to its removal each day.
