The Virginia Beach Police Department (VBPD) is taking a proactive approach to community policing with its dedicated Youth Services Unit. Beyond traditional law enforcement, this unit focuses on cultivating positive relationships and building trust with the city’s youth to steer them towards successful futures.
Led by Lt. Kevin Lokey since January 2023 under the guidance of Chief Paul Neudigate, the Youth Services Unit has launched more than 20 initiatives aimed at connecting with young people and their families. P
rograms like the Recreation Center Mentor Program allow officers to interact regularly with youth, engaging in activities, teaching conflict resolution, and offering guidance for their future paths.
A standout initiative is the annual Youth Police Academy at First Colonial High School, providing students with insights into law enforcement and school safety. Collaborations with Virginia Beach City Public Schools, the Fire Department, and Emergency Medical Services have led to initiatives such as Arrive Alive VB, focused on preventing distracted driving among teenagers.
The unit also oversees the School Resource Officer (SRO) program, placing trained officers in public schools to ensure a safe learning environment while fostering positive relationships with students and staff.
Community partnerships are crucial to VBPD’s outreach efforts, working closely with local organizations like the Fire Department’s Safety Squad and the An Achievable Dream program at Lynnhaven Middle School. These partnerships enable officers to engage with youth in familiar settings, effectively conveying their message of support and guidance.
In addressing broader societal issues, VBPD emphasizes community involvement in youth safety, advocating for responsible firearm ownership and monitoring social media to prevent illegal activity among minors. Chief Neudigate stresses that protecting youth requires collective effort from the entire community.
Looking ahead, the Youth Services Unit is launching two new summer initiatives: Camp Blue Line and Camp Connect. Camp Blue Line offers middle and high school students a comprehensive exploration of law enforcement careers over two weeks, while Camp Connect focuses on financial literacy, conflict resolution, and teamwork over five days.
