Former Arkansas Governor Asa Hutchinson addressed the Mississippi Senate’s Government Structure Committee on Wednesday, sharing insights from his efforts to streamline Arkansas government services during his tenure from 2015 to 2023.

Hutchinson emphasized that he achieved these reforms without resorting to layoffs or firings, aiming to leave a legacy of effective restructuring.

During the discussion, Hutchinson recounted a conversation with an Arkansas lawmaker, who noted that the reforms have largely gone unnoticed, indicating broad acceptance.

To initiate the restructuring, Hutchinson established an advisory board with three primary goals: promoting efficiency and cost savings, increasing managerial control, and enhancing service delivery to taxpayers.

Following the board’s recommendations, he implemented a flexible hiring freeze that reduced the state workforce by 5,000 employees by not replacing certain retiring positions.

Additionally, Hutchinson consolidated various state boards and commissions, aiming to cut taxpayer expenses related to government office rentals.

Although Hutchinson’s presidential bid earlier this year was brief and unsuccessful, his testimony at the committee hearing was part of ongoing discussions on restructuring Mississippi’s government to improve efficiency and service delivery.
